    AN EIGHT-DAY COURSE FOR CENSUS ENUMERATORS WAS OPENED ON MONDAY BY MR. HARLLEY, THE INSPECTOR-GENERAL OF POLICE AND VICE CHAIRMAN OF THE NATIONAL LIBERATION COUNCIL. THE COURSE IS BEING HELD AT THE WINNEBA POST SECONDARY TRAINING COLLEGE. MR. HARLLEY ANNOUNCED THAT A TRIAL CENSUS WOULD BE HELD THROUGHOUT THE COUNTRY DURING MARCH AND APRIL OF NEXT YEAR. IT WILL BE A FULL DRESS REHEARSAL FOR THE 1970 POPULATION CENSUS.

    MR. HARLLEY WAS WELCOMED BY THE CHAIRMAN OF THE CENTRAL REGION COMMITTEE OF ADMINISTRATION, BRIGADIER CRABBE.

    IN HIS ADDRESS, MR. HARLEY REMINDED THE STUDENT ENUMERATORS THAT A POPULATION CENSUS IS A COMPLEX UNDERTAKING WHICH REQUIRED CAREFUL PLANNING AND EXECUTION. IT HAS THEREFORE BEEN PLANNED TO CARRY OUT A SERIES OF FIELD TESTS BEFORE 1970.

    MR. HARLLEY WENT ON TO SAY THAT THERE ARE FOUR MAIN OBJECTIVES OF THE FIELD TESTS. THEY ARE AIMED AT TESTING ALL ASPECTS OF THE QUESTIONNAIRE AND RELATED DOCUMENTS. THEY WILL HELP TO EVOLVE AN EFFICIENT SYSTEM OF TRAINING ENUMERATORS FOR THE MAIN CENSUS. THE TESTS ARE ALSO AIMED AT GIVING ALL NEW OFFICERS OF THE CENSUS OFFICE SOME FIELD EXPERIENCE, AND FINALLY, THEY WILL ENABLE THE CENSUS OFFICE TO OBTAIN A REALISTIC ESTIMATE OF THE OVER-ALL COST OF THE CENSUS.
