    Egyptian President Anwar Sadat and Libyan leader Colonel Muammar Gaddafi have signed an agreement in Tripoli providing a basis for complete unity between the two countries within one year.

    Although President Sadat's visit was scheduled for three days, it was extended a further twenty four hours to discuss Middle East strategy. The meeting took place from September 14 to 18.

    The new agreement provides for the formation of a temporary unified political command comprising only the two presidents.

    The agreement also names the members of the seven committees charged with laying down the unity foundations.

    These committees start meeting in Cairo on October 1.

    Then on the strength of the findings of these committees, the Egyptians and the Libyans will go to the polls next summer to say yes or no to be proposed union.

    SYNOPSIS: In Tripoli, the leaders of Egypt and Libya have signed an agreement laying down the basis for complete unity between the two countries within one year.

    Egypt's President Anwar Sadat leads his delegation in the talks which lasted four days, and included session on Middle East strategy.

    The agreement, a part of President Gaddafi's Pan-Arab dream, provides for the formation of a temporary political command comprising only the two Presidents.

    The command will supervise the stages of the merger plan.

    The agreement also names the members of seven committees charged with laying down the unity foundations. The committees cover constitutional and defence organisations, economic systems, legislation, education, culture and information. The seven committees will start meeting in Cairo on October the First.

    The findings of these committees will be made public and the Egyptians and Libyans will go to the polls next summer to say yes or no to the planned union. The union will be in addition to the Federation of Arab republics already linking Egypt and Libya with Syria.
