    A special governmental convention in Phnom Penh has been busy drawing up a new constitution for the Khmer Republic. The government has wanted the long-awaited constitution ready by March 18...the second anniversary of the overthrow of former Head of state, Prime Norodom Sihanouk, the event which precipitated the entry of Cambodia into the Indochina war. The country declared itself a republic six months later and the new constitution has been in preparation ever since.

    When the convention finishes its task of framing the republic constitution it will pass it on to the Cabinet for approval. The Phnom Penh government has not yet announced whether it will go ahead with its plans to hold a referendum on the constitution, nor how it will be promulgated. Later on it will have the choice of holding Presidential and Assembly elections as the constitution lays down, or setting up a new Republican regime by provisional means until the war situation makes elections possible. At a recent meeting with Marshal Lon Nol, the Prime Minister, Convention Chairman In Tam...former general and Vice-Premier....agreed that before March 18 both houses of parliament would meet to name a Provisional President of the Republic, whose first task will be to name a Prime Minister. Many observers are tipping Mr In Tam as Prime Minister, and Marshal Lon Nol as Provisional President.
