AMERICA'S PLAN IS FOR A PERMANENT TELEPHONE LINK BETWEEN THE WHITE HOUSE IN WASHINGTON AND THE KREMLIN IN MOSCOW TO STOP WARS BREAKING OUT THE MISTAKE.

    IT WAS MR. VALERIAN ZORIN, THE SOVIET DEPUTY FOREIGN MINISTER, WHO PLEASED DELEGATES WITH HIS ACCEPTANCE OF THE TELEPHONE LINK PLAN. HIS OTHER IDEAS WERE: - 1, EXCHANGE OF MILITARY MISSIONS TO IMPROVE RELATIONS AND UNDERSTANDING. 2, THE MEASURES SHOULD START WITH THE FIRST STAGE OF DISARMAMENT AGREEMENT, STARTING FROM THE FIRST STAGE TO BAN JOINT MILITARY MANOEUVRES CARRIED OUT BY TWO OR MORE COUNTRIES. MR. JOSEPH GODBER, BRITAIN'S CHIEF DELEGATE, DESCRIBE THE PROPOSALS AS INTERESTING. BUT, THE ADDED: "IT LOOKS AS IF THEY GO AGAINST THE PRINCIPLE OF THE BALANCE BETWEEN THE MAJOR POWER BLOCKS WHICH MUST BE AN ESSENTIAL FACTOR OF A DISARMAMENT TREATY. MR. ARTHUR DEAN, THE CHIEF AMERICAN DELEGATE, SAID BRITAIN AND AMERICA ARE HOLDING "INTENSIVE CONSULTATIONS" ABOUT RECENT WESTERN RESEARCH INTO THE DETECTION OF NUCLEAR TESTS.

    AT A PRESS CONFERENCE, MR. ZORIN SAID THE SOVIET UNION WILL ONLY NEGOTIATE A TEST BAN TREATY ON THE BASIS OF THEIR OWN INTERPRETATION OF THE COMPROMISE PROPOSALS SUBMITTED BY THE EIGHT NEUTRAL CONFERENCE POWERS ON APRIL 18.

    THE SOVIET, AMERICAN AND BRITISH FOREIGN MINISTERS ARE MEETING IN GENEVA AT THE WEEK-END FOR THE FINAL SETTLEMENT ON LAOS.
