Background: Somalia's Foreign Minister Omer Arteh was in Dar es Salaam, Tanzania on Saturday (23 September) for a twenty-four hour visit -- part of his attempt to mediate in the Ugandan - Tanzania crisis.
Mr Arteh was optimistic about the prospects for peace after his meetings with Tanzanian President Nyerere despite continued bombing by Ugandan aircraft and the operations of rebel forces, supporting former Ugandan President Obote, inside Uganda.
After his meetings in Dar es Salaam, Mr. Arteh flew to Kampala to see Uganda's President Amin. President Amin said proposals drawn up by President Barre of Somalia were very good.
The five-point peace plan is reported to include a stipulation that Ugandan bombing would cease in exchange for a guarantee of no further attacks from within Tanzania; troops would withdraw from the Ugandan-Tanzanian border; pro-Obote forces would withdraw; and, each would oppose subversive activities threatening a neighbouring state.
Mr Arteh has indicated that uganda and Tanzania have accepted these proposals in principle, and now practical means must be found to implement them.
