    A TEXTILE FACTORY IN CAMBODIA - YET ANOTHER AID PROJECT FROM THE PEOPLE'S REPUBLIC OF CHINA. THE FACTORY, AT KOMPONG CHAM, IS OPERATED ON A 24-HOUR BASIS PRODUCING ENOUGH TEXTILES FOR HOME CONSUMPTION.

    THOUGH ALL THE FACTORY SUPERVISORS WERE TRAINED IN CHINA, MOST OF THE FACTORY HANDS ARE CAMBODIANS RECRUITED LOCALLY.

    OTHER AID PROJECTS BY THE PEOPLE'S REPUBLIC OF CHINA INCLUDE A PLYWOOD, PAPER MILL AND NEW CEMENT FACTORY. NO PRODUCTION FIGURES ARE AVAILABLE.

    (MEANWHILE, PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE, HAS SUGGESTED A FOUR-POWER MEETING AIMED AT MAINTAINING HIS COUNTRY'S NEUTRALITY AND HER PRESENT BORDERS. THE PRINCE SUGGESTED THAT SUCH A CONFERENCE -- OF THE UNITED STATES, THAILAND, SOUTH VIETNAM AND CAMBODIA -- SHOULD BE HELD IN PHNOM PENH BY THE END OF MARCH.

    FOR ITS PART, HE SAID, CAMBODIA WOULD UNDERTAKE TO OBSERVE STRICT NEUTRALITY, WOULD ABSTAIN FROM ANY ALLIANCE, AND WOULD NEVER ALLOW FOREIGN MILITARY BASES ON ITS TERRITORY).
