As British Prime Minister Mr. Heath decided in London on Monday (October 18) to allow his party's Members of Parliament 'free' votes in the Common Market Bill later this year, opposition leader Mr Wilson was addressing an anti-market debate. Originally Mr Heath was in favour of using the "whip" system -- compelling M.P.'s to vote FOR entry when the Bill is presented in Parliament. But at the anti-Market meeting, Mr Wilson criticised Mr Heath's motives for wanting to join the E.E.C. -- and drew a distinction between the motives of pro-Market Labour Party members, and pro-Market Conservative Party members.
