    THE 110-NATION INTERNATIONAL LABOUR ORGANISATION (ILO) BEGAN ITS 48TH ANNUAL ASSEMBLY IN GENEVA TODAY (WEDNESDAY).

    THE CONFERENCE, AT ITS OPENING SESSION, UNANIMOUSLY A APPOINTED AMBASSADOR ANDRES AGUILAR, VENEZUELAN PERMANENT DELEGATE TO THE UNITED NATIONS IN GENEVA, PRESIDENT OF THE ASSEMBLY.

    IN MARCH, SOUTH AFRICA ANNOUNCED THAT SHE HAD WITHDRAWN FROM THE CONFERENCE BECAUSE OF THE ACTION SOME NATIONS HAD TAKEN AGAINST HER. HOWEVER, SHE IS NOT ENTITLED TO TERMINATE UNILATERALLY HER OBLIGATIONS AS AN I.L.O. MEMBER, AND THE I.L.O. CANNOT AT PRESENT EXPEL OR SUSPEND HER FROM MEMBERSHIP.

    IN THE NEXT THREE WEEKS, A MOVE WILL BE MADE AT THE ASSEMBLY TO AMEND THE I.L.O.'S CONSTITUTION TO ENABLE THE CONFERENCE TO SUSPEND FROM MEMBERSHIP ANY NATION WHICH HAS BEEN FOUND BY THE UNITED NATIONS TO BE "FLAGRANTLY AND PERSISTENTLY PURSUING BY ITS LEGISLATION A DECLARED POLICY OF RACIAL DISCRIMINATION SUCH AS APARTHEID."
    ANOTHER MATTER TO BE DISCUSSED BY THE ASSEMBLY WILL BE A REPORT OF A THREE-MAN FACT-FINDING COMMISSION THAT VISITED JAPAN RECENTLY TO INVESTIGATE TRADE UNION ALLEGATIONS THAT THE GOVERNMENT DOES NOT PERMIT FREEDOM OF ASSOCIATION.
