Background: The 7th Ministerial Council meeting of Cento - the Central Treaty Organization, formerly known as the Baghdad Pact, - opened in Washington, D.C., October 7 and continues until October 9.

As delegates arrived for the opening session, they were hailed by lavish ceremonial, organised by their hosts - the Untied States. Among those filmed on arrival were Dr. Eghbal, Persian Prime Minister; Pakistan Foreign Minister Manzur Qadir; Prime Minister Menderes of Turkey; and Sir Harold Caccia, British Ambassador to the United States. He was heading the British delegation in the absence of Ministers due to the General Election.

In his address of welcome, United States Vice-President Nixon promised that America, although not a full member of Cento, would continue to provide aid. He said that although tension may have been reduced by the Eisenhower-Khrushchev talks, it was not time to relax: the threat of subversion of one country by another remained, and while the way to negotiations on East-West problems had been opened, basic positions remained the same.

U.S. Secretary of State Herter and Sir Harold Caccia both referred to the aid that their two nations would continue to provide to member-countries of the pact. From Persia came an appeal to Britain and the United Stated to increase their financial aid.
