    Background: PRESIDENT ABDEL RAHMAN ARIF OF IRAQ YESTERDAY (MONDAY) ARRIVED IN ANKARA FOR A FIVE-DAY STATE VISIT AT THE INVITATION OF THE TURKISH PRESIDENT, CEVDET SUNAY. IT'S THE IRAQI PRESIDENT'S FIRST VISIT TO TURKEY SINCE HE SUCCEEDED HIS BROTHER, PRESIDENT ABDEL SALAM ARIF, WHO WAS KILLED IN AN AIR CRASH IN APRIL LAST YEAR.

    THE TWO LEADERS ARE EXPECTED TO DISCUSS WORLD TOPICS AND PROBLEMS OF MUTUAL INTEREST IN THEIR OWN AREAS. THEY WILL PROBABLY INCLUDE THE EXPLOITATION OF THE EUPHRATES AND TIGRIS RIVERS WHICH RISE IN TURKEY AND FLOW THROUGH IRAQ TO THE PERSIAN GULF.

    BOTH PRESIDENTS ARE EXPECTED TO EXPLAIN THEIR ATTITUDES TO THE KURSIDH MINORITIES LIVING WITHIN BORDERS. DURING FIGHTING BETWEEN IRAQI GOVERNMENT FORCES AND KURDS IN NORTHERN IRAQ, THERE WERE INCIDENTS WHEN KURDS IN IRAQ FLED INTO TURKEY.

    PRESIDENT ARIF, ACCOMPANIED BY HIS FOREIGN MINISTER AND MINISTER OF ECONOMICS, AND SENIOR ARMY OFFICERS AND STATE OFFICIALS, WILL STAY TWO DAYS IN ANKARA AND THEN VISIT ISTANBUL. SOON AFTER HIS ARRIVAL, THE IRAQI PRESIDENT VISITED THE TOMB OF ATATURK, PLACED A WREATH ON THE TOMB, AND SIGNED THE PRIVATE BOOK OF ANIT KABIR.
