THIS PUTS THE EARLIEST POSSIBLE DATE FOR KENYA'S INDEPENDENCE SOMEWHERE ABOUT THE MIDDLE OF 1963.

    THE ANNOUNCEMENT WAS MADE IN THE FORM OF A MESSAGE FROM MR MAULDING, IN WHICH HE ALSO ADVOCATED THAT THE CONSTITUTIONAL TALKS, WHICH BROKE DOWN THREE WEEKS AGO, SHOULD BE RESUMED. LEADERS OF THE KADU GOVERNMENT AND THE KANU OPPOSITION ASKED FOR AN ADJOURNMENT UNTIL NOV 3 TO CONSIDER THEIR REACTIONS.

    MR NGALA, LEADER OF GOVERNMENT BUSINESS AND PRESIDENT OF THE RULING KENYA AFRICAN DEMOCRATIC UNION, SUGGESTED THE QUESTION OF ATTENDANCE BE REVIEWED, AND LATER EXPLAINED HE HAD IN MIND THE INCLUSION OF MR JOMO KENYATTA, NOW LEADER OF THE KENYA COALITION. MR NGALA PUT THE BLAME FOR THE DELAY OF INTERNAL SELF-GOVERNMENT ON THE "NEGATIVE ATTITUDE OF KANU".

    MEMBERS OF THE KANU PARLIAMENTARY GROUPS WERE DISAPPOINTED THAT MR MAULDING DID NOT PROPOSE A COMPROMISE ON THE DISTRIBUTION OF MINISTRIES - ON OF THE ISSUES ON WHICH THE CONSTITUTIONAL TALKS BROKE DOWN - WHICH WOULD ENABLE KANU TO ENTER A COALITION GOVERNMENT.
