    TRANSCRIPT: MR. WILSON: "MY FIRST VISIT TO THIS COUNTRY SINCE TAKING OFFICE AS PRIME MINISTER WOULD HAVE SEEMED UNREAL IF I HAD NOT INCLUDED IN IT THIS VISIT TO THIS GREAT BASTION OF FREEDOM... MY LORD MAYOR, I AM NO STRANGER TO BERLIN. I SAW YOUR CITY IN THE DARK COLD DAYS OF 1946 AND 1950 AND REPEATEDLY SINCE. NOW WILL THIS BE THE FIRST TIME THAT I HAVE SEEN THE WALL BUILT AS A GESTURE OF DESPAIR IN 1961. AND IN JUNE 1962, AS WE REMARKED, I LED A DELEGATION OF OVER 40 MEMBERS OF PARLIAMENT, PROBABLY THE LARGEST PARLIAMENTARY DELEGATION WHICH HAS EVER LEFT OUR SHORES. AND WE CAME WITH ONE PURPOSE, TO EXPRESS OUR SOLIDARITY FOR THE PEOPLE OF WEST BERLIN IN THEIR COURAGE AND WE LEFT BERLIN FILLED WITH ADMIRATION FOR THE CITY AND ITS CITIZENS, RESOLVED TO PLAY OUR FULL PART IN ENSURING THAT YOU SHALL HAVE THE GREATEST PRIZE A PEOPLE CAN DEMAND - THE RIGHT TO LIVE UNDER A GOVERNMENT OF YOUR OWN CHOOSING. TODAY, SPEAKING FOR THE WHOLE BRITISH PEOPLE. I REPEAT OUR ADMIRATION EQUALLY FOR YOUR COURAGE AND FOR YOUR RESTRAINT, NO LESS FOR THE STATESMAN - LIKE LEADERSHIP YOUR CITY HAS HAD IN THESE PAST YEARS."

HE IS ALSO EXPECTED TO DISCUSS WITH WEST GERMANY'S LEADERS BRITAIN'S PROPOSALS FOR AN ATLANTIC NUCLEAR FORCE AND RELATIONS BETWEEN EUROPE'S MAIN ECONOMIC TRADE GROUPS.

    IN HIS SPEECH AT THE CITY HALL, HE RECALLED HIS VISIT IS THE FIRST BY A BRITISH PRIME MINISTER SINCE THE VISIT 16 YEARS AGO OF CLEMENT ATTLEE, THE POST-WAR LABOUR PRIME MINISTER.
