Background: Brazilian Foreign Minister Mario Gibson Barboza completed a four-day visit to Cotonou on Tuesday (7 November). His visit is one of the first for a major foreign dignitary since Dahomey's coup two weeks ago. French President Georges Pompidou has postponed a visit to Dahomey he was due to have made this month, because of "the implications of international protocol."
In a joint declaration issued in Cotonou at the end of the Brazilian Foreign Minister's visit, Mr. Gibson and Dahomey's Foreign Minister Michel Aladaye announced they had concluded agreements on technical cooperation and culture. The Ministers said it was necessary to establish contacts in all sectors of direct interest to the two countries.

Mr. Gibson left Dahomey for Zaire to continue his four-week tour of nine West African countries.

SYNOPSIS: Brazil's Foreign Minister Mario Gibson Barboza arrived in Cotonou on Saturday. His four-day visit is one of the first for a foreign dignitary since the military takeover in Dahomey two-weak ago. Mr. Gibson was greeted by Dahomey's Foreign Minister Michel Aladaye, who said that the Brazilian Foreign Minister's visit "revives the history of an epoch when contacts were more frequent between Africa and Latin America."
In reply, Mr. Gibson said Dahomey was an especially beloved stage of his four-week, nine-nation West African tour, and that he was particularly conscious of the cultural influence of Dahomey over Brazil.

As a result of four-days of talks between the two Foreign Ministers, a joint declaration was issued announcing they had concluded agreements on technical cooperation and culture. They said it was necessary to establish contacts in all sectors of direct interest to the two countries. The two ministers said their respective governments had pledged themselves to support international law and national self-determination and oppose racialism and apartheid.
