    BRAZIL'S NEW PRESIDENT, GENERAL HUMBERTO CASTELLO BRANCO, MADE HIS FIRST PUBLIC APPEARANCE SINCE TAKING OFFICE AT CEREMONIES ON TUESDAY HONOURING ONE OF THE EARLY HEROES OF THE COUNTRY'S INDEPENDENCE MOVEMENT.

    THE CEREMONIES WERE HELD IN OURO PRETO, COLONIAL CAPITAL OF THE STATE OF MINAS GERAIS. THE CITY OF 32,000 WAS DECLARED A NATIONAL MONUMENT IN 1932.

    THE 63 YEAR-OLD FORMER ARMY CHIEF OF STAFF HAD BEEN ELECTED A WEEK EARLIER TO SERVE THE REMAINDER OF THE TERM OF PRESIDENT GOULART, RECENTLY OVERTHROWN IN AN ARMY COUP.

    THE PRESIDENT'S VISIT TO OURO PRETO HAD ADDED SIGNIFICANCE IN THAT THE STATE OF MINAS GERAIS WAS THE PLACE WHERE THE RECENT REVOLUTION THAT PLACED HIM IN POWER GOT ITS START. THE STATE GOVERNOR MAGALHAES PINTO - WHO APPEARED WITH THE PRESIDENT AT THE CEREMONIES - WAS THE MAN WHO SAID HIS STATE WOULD FIGHT FORMER PRESIDENT GOULART AND ASKED OTHER STATES TO JOIN IN THE BATTLE. THEY DID AND GOULART WAS DEPOSED.
