    TRANSCRIPT: SEQ. 4: MR WILSON: "IN SEPARATE DISCUSSIONS WITH OUR ALLIES I HAVE STRESSED WHAT IS PLAIN FOR ALL TO SEE, THAT THE ALLIANCE HAS BEEN SUBJECT TO CONSIDERABLE STRAINS IN RECENT YEARS BY DISCUSSIONS ABOUT NUCLEAR SHARING. HOWEVER SINCERE THE MOTIVES OF SOME WHO HAVE CONTRIBUTED TO THESE DISCUSSIONS I CANNOT HELP FEELING THAT BY LAST AUTUMN WHEN WE FELT IT NECESSARY -- TO PUT FORWARD OUR OWN PROPOSALS, THE ALLIANCE WAS DEVELOPING DANGEROUS CENTRIFUGAL TENDENCIES. I DO NOT ACCEPT THE PREMISE THAT THE LEADING STATESMEN OF THE COUNTRIES, MEMBERS OF NATO, WHO ARE NOT NUCLEAR POWERS, ARE SEEKING INDEPENDENT NUCLEAR STATUS. IF THEY WERE, AS I HAVE MADE CLEAR REPEATEDLY, HER MAJESTY'S GOVERNMENT WOULD BE UNALTERABLY OPPOSED TO ANY SUCH DEVELOPMENT. THE PROBLEM IS NOT TO SECURE MORE FINGERS ON THE TRIGGER, STILL LESS SEPARATE TRIGGERS, BUT TO AVOID DUPLICATION AND WASTE OF RESOURCES WITHIN THE ALLIANCE TO WORK TOWARDS A PLANNED DIVISION OF LABOUR BETWEEN EUROPE AND THE UNITED STATES AND TO ENHANCE THE POSITION OF EUROPE WITHIN THE ALLIANCE, BY GIVING THE NON-NUCLEAR POWERS WHO WANT IT A GREATER SAY IN NATO'S NUCLEAR POLICY, PLANNING AND STRATEGY, AND THE RIGHT OF CONSULTATION ON POLICY IN REGARD TO THE USE OF NUCLEAR WEAPONS ANYWHERE IN THE WORLD."

THE LONG AND DEEP-SEATED CRISIS THROUGH WHICH THAT INTERNATIONAL ORGANISATION IS PASSING IS INDEED ONE OF THE DISTURBING FACTORS IN THE SITUATION. WHEN THE UNITED NATIONS FUNCTIONS, IT SOMETIMES DISAPPOINTS US. WHEN IT IS UNABLE TO PLAY ITS ROLE, WE SUDDENLY REALISE HOW IMPORTANT IT IS AND WHAT A DANGEROUS VACUUM IS CREATED IN INTERNATIONAL LIFE WHEN IT FAILS TO ACT."



    SEQ. 11: SIGNOR BROSIO: "THE PRESENT STATE OF THE WORLD SHOWS THE EXTENT TO WHICH THE MOST DISTANT EVENTS HAVE THEIR REPERCUSSIONS NEARER HOME. TODAY, THE POINTS OF FRICTION AND CRISIS ARE OUTSIDE THE NORTH ATLANTIC TREATY AREA, RATHER THAN WITHIN IT. THE DANGER SPOTS ARE IN ASIA, IN LATIN AMERICA AND IN AFRICA, WHERE THE ATLANTIC COUNTRIES ARE EITHER DIRECTLY INVOLVED OR DEEPLY CONCERNED. IT IS MORE THAN EVER EVIDENT THAT NOWADAYS NO WESTERN COUNTRY CAN REMAIN INDIFFERENT TO WHAT HAPPENS IN OTHER CONTINENTS. IT IS NOT A QUESTION OF IMPERIALISM OR EXPANSIONISM, BUT OF SOLIDARITY AND MUTUAL INTEREST IN SAFEGUARDING PEACE AND PROGRESS. THE EXCHANGE OF VIEWS IN THIS COUNCIL WILL THEREFORE EXTEND TO ALL AREAS AND TO ALL POINTS OF CRISIS."

THE BRITISH PRINCE MINISTER, MR WILSON, DELIVERED THE OPENING ADDRESS AND A WARNING TO NATO THAT BRITAIN COULD NO LONGER SUSTAIN AN UNFAIR SHARE OF THE BURDEN OF WESTERN DEFENCE.

    BEFORE MR WILSON SPOKE ABOUT THE DRAIN ON BRITAIN'S FINANCES CAUSED BY HEAVY DEFENCE EXPENDITURE HE PLEADED AGAINST THE GROWING FEELING IN EUROPE FOR THE 'SHARING' OF NUCLEAR WEAPONS. HE WENT ON IN THIS WAY:
    THE THEME OF INDEPENDENCE AMONG THE MEMBER NATIONS OF THE ATLANTIC ALLIANCE WAS CARRIED ON BY THE PRESIDENT OF THE NATO COUNCIL, M. PAUL HENRY SPAAK, IN HIS ADDRESS TO THE OPENING SESSION. M. SPAAK DECLARED THAT WITHOUT WISHING TO BE OVER-PESSIMISTIC OR UNDULY ANXIOUS, IT COULD NOT BE DENIED THAT EVENTS ON MANY CONTINENTS DID NOT POINT TOWARDS A DETENTE AND EVENTUAL PEACEFUL CO-EXISTENCE. HE SAID:
    A FINAL WARNING ON THE INTERNATIONAL SITUATION WAS SOUNDED BY SIGNOR BROSIO, THE SECRETARY-GENERAL OF NATO. HE STATED THAT THE PROBLEMS FACING THE ALLIANCE WERE AS GREAT NOW AS WHEN IT WAS ESTABLISHED IN 1950, ALTHOUGH THE 'POINTS OF FRICTION' WERE TODAY WITHOUT RATHER THAN WITHIN THE NATO AREA -- BUT DESPITE THIS THE MEMBER STATES OF THE ALLIANCE COULD NOT AFFORD TO REMAIN INDIFFERENT.

    THE AGENDA DURING THE MEETING WILL COVER PROBLEMS WITHIN THE NATO AREA AND WITHOUT. HOWEVER, SPECIAL ATTENTION IS EXPECTED TO BE GIVEN TO THE CYPRUS ISSUE BECAUSE OF THE TENSION OVER THE ISLAND BETWEEN THE NATO STATES OF GREECE AND TURKEY.
