    THOUSANDS OF MAIL BAGS PILED UP AT THE MAIN LONDON RAILWAY STATIONS OF PADDINGTON, WATERLOO, KINGS CROSS AND ST PANCRAS JAN 8 AS 'WORKING-TO-RULE' BY BRITAIN'S 160,000 POSTAL WORKERS, PROTESTING AGAINST REJECTION OF A WAGE CLAIM BY THE POSTMASTER GENERAL, ENTERED ITS SECOND WEEK.

    ACCUMULATION OF MAIL WAS CAUSING GRAVE CONCERN DESPITE REPORTS THAT CONGESTION AT RAILWAY STATIONS AND SORTING OFFICES WAS REDUCED BY OVERTIME WORKED AT THE WEEKEND.AT THE MAIN LONDON SORTING CENTRE, MOUNT PLEASANT, THERE WAS A PILE-UP OF 2 1/2 MILLION LETTERS AND 6,700 BAGS.

    NEARLY 64,000 'FOOTBALL POOL' COUPONS FAILED TO REACH THEIR DESTINATIONS IN TIME FOR THE SATURDAY (JAN 6) DEADLINE SET BY POOLS ORGANISATIONS.THE COUPONS, FORMING A LARGE PROPORTION OF BRITAIN'S MAIL EACH WEEK, CAUSED ADDITIONAL CONGESTION AS THEY QUEUED UP BEHIND HUNDREDS OF THOUSANDS OF OTHER ITEMS AWAITING DELIVERY.

    DISORGANISATION IN THE POST OFFICE SINCE THE 'WORK-TO-RULE' BEGAN AT MIDNIGHT DEC 31 WAS EXPECTED TO BE AGGRAVATED "SOON" BY A SIMILAR ACTION BY THE POST OFFICE ENGINEERING UNION AND THE CIVIL SERVICE CLERICAL ASSOCIATION.THE POSTAL WORKERS UNION SAID JAN 7 THAT THE MAIN EFFECT OF ACTION BY THE ENGINEERING UNION WOULD BE "ON THE TELEPHONE SIDE".THE C.S.C.A.SAID THEIR 'WORK-TO-RULE', DUE TO BEGIN JAN 17, WOULD PROBABLY HAVE A BIG EFFECT ON THE POST OFFICE, WHERE 30,000 OF THEIR MEMBERS WORK.

    MR.R.SMITH, GENERAL SECRETARY OF THE POSTAL WORKERS' UNION, SAID ON JAN 7: "THE POST OFFICE HAS NOW RESORTED TO THE MOST UNPRECEDENTED MEASURES IT HAS EVER HAD TO USE IN NORMAL TIMES.CUSTOMERS ARE BEING APPEALED TO NOT TO USE OUR SERVICE, TEMPORARY STAFF ARE BEING RECRUITED THROUGHOUT THE COUNTRY, SPECIAL TRAINS AND VANS HIRED, COLLECTIONS AND DELIVERIES OF MAILS CANCELLED, EXCESSIVE COMPULSORY OVERTIME ORDERED, AND MAILS ARE BEING DIVERTED TO AN EXTRAORDINARY DEGREE.

    THE READINESS WITH WHICH THE POST OFFICE IS MEETING THESE ADDITIONAL HEAVY COSTS IS IN STRANGE CONTRAST WITH ITS UNWILLINGNESS EVEN TO NEGOTIATE WITH US."
    AFTER MR REGINALD BEVINS, THE POSTMASTER GENERAL, HAD BEEN SUMMONED TO A CABINET MEETING AT ADMIRALTY HOUSE JAN 8 IT WAS SAID THAT THE GOVERNMENT CONSIDERS THE GENERAL POST OFFICE IS STILL ABLE TO COPE WITH THE PRESENT DISLOCATION AND THAT THE STAGE HAS NOT YET BEEN REACHED FOR SPECIAL HELP FROM OTHER GOVERNMENT DEPARTMENTS.
