    MADAME NGUYEN THI BINH OPENED THE 21ST SESSION OF THE PARIS TALKS ON VIETNAM YESTERDAY (12 JUNE) SPEAKING FOR THE FIRST TIME IN HER CAPACITY AS MINISTER OF FOREIGN AFFAIRS IN THE VIET CONG'S NEWLY PROCLAIMED PROVISIONAL REVOLUTIONARY GOVERNMENT. MADAME BINH IS ALSO THE HEAD OF THE P.R.G.'S DELEGATION TO THE TALKS.

    THE 42-YEAR-OLD REVOLUTIONARY LEADER LATER TOLD A NEWS CONFERENCE THAT THE FORMATION OF THE NEW GOVERNMENT WAS AN IMPORTANT EVEN IN THE STRUGGLE OF THE VIETNAMESE PEOPLE. SHE WENT ON TO SAY THAT THE P.R.G. WOULD STRIVE FOR COMPLETE VICTORY OVER THE PRESENT SAIGON REGIME.

    MADAME BINH ADDED THAT THE DELEGATION FROM THE P.R.G. WILL CONTINUE IN THE ROLE OF THE PREVIOUS DELEGATION FROM THE NATIONAL LIBERATION FRONT IN THE SEARCH FOR A PEACEFUL SOLUTION TO THE CONFLICT.

    SOUTH VIETNAM'S CHIEF DELEGATE AT THE TALKS, MR. PAHM DANG LAM TOLD NEWSMEN THAT HIS GOVERNMENT RECOGNISED NO VALUE IN THE FORMATION OF THE PROVISIONAL GOVERNMENT... THAT NOTHING HAD CHANGED SINCE SAIGON STILL REGARDED THE PARIS CONFERENCE AS A MEETING BETWEEN TWO SIDES, THE AMERICA ALLIES AND THE COMMUNISTS.

    HE ADDED THAT THE SOUTH VIETNAMESE WERE ALWAYS WILLING TO ENGAGE IN DISCUSSIONS THAT WOULD LEAD TO A PEACEFUL SOLUTION TO THE CONFLICT... A SOLUTION BASED ON THE ASPIRATIONS OF THE SOUTH VIETNAMESE PEOPLE. MR DANG LAM SAID THAT THE NEW COMMUNIST MOVE DID NOT SEEM TO GO IN THIS DIRECTION.
