    RADIO NOORDZEE, THE WORLD'S FIRST SEABORNE TELEVISION AND RADIO STATION WAS SEIZED TODAY (THURSDAY) AND LATER SILENCED BY DUTCH POLICE AND GOVERNMENT OFFICIALS. A RAIDING PARTY WAS TAKEN OUT TO THE STATION BY HELICOPTERS AND SHIP AND LANDED ABOUT 8 O'CLOCK IN THE MORNING. THE STATION WENT OFF THE AIR WITH A GIRL VOCALIST IN MID SONG.

    FIRST MAN TO LAND ON THE STEEL PLATFORM WAS A SKIPPER IN THE DUTCH STATE WATER POLICE, LOWERED BY STEEL ROPE FROM A HELICOPTER. FIRST OF ALL, SMOKE BOMBS WERE DROPPED AS MARKERS. THEN A HATCH OPENED IN THE HELICOPTER AND THE POLICEMAN, IN BLACK UNIFORM WITH BRIGHT ORANGE LIFEBELT, CAME DOWN THE STEEL ROPE. A SECOND POLICEMAN FOLLOWED HIM DOWN AND SHORTLY AFTERWARDS ANOTHER HELICOPTER SUIT. LATER, FROM A DUTCH NAVY VESSEL, CAME A BOAT WITH LEGAL OFFICIALS WHICH BOARDED THE TV STATION. THERE WAS NO RESISTANCE FROM THE STATION CREW.

    MOUNTED ON A STEEL PLATFORM OUTSIDE DUTCH TERRITORIAL WATERS, RADIO NOORDZEE HAS BEEN ON THE AIR SINCE AUGUST, BUT WAS DECLARED ILLEGAL BY THE DUTCH. YESTERDAY, PRIME MINISTER, VICTOR MARIJNEN ASSURED AN IMPATIENT PARLIAMENT THAT THE GOVERNMENT INTENDED TO ACT AGAINST THE STATION SOON...HITHERTO, PREVIOUS PLANS OF ACTION HAD BEEN FRUSTRATED BY BAD WEATHER.

    THE DUTCH MINISTRY OF JUSTICE STATED TODAY THAT POLICE AND POSTAL OFFICIALS WERE TAKEN TO THE SEA-BORNE STATION OFF THE RESORT OF NOORDWIJK UNDER INSTRUCTIONS TO ISSUE A SUMMONS AND SEIZE THE TRANSMITTERS. THE STATION OWNER, AWARE THAT THE DUTCH GOVERNMENT WAS PLANNING TO ACT, HAD ANNOUNCED THAT PROGRAMMES WOULD CONTINUE UNTIL PREVENTED BY THE AUTHORITIES.

    THE ACTION BY THE DUTCH AUTHORITIES PROBABLY SIGNALS THE BEGINNING OF AN IMPORTANT TEST CASE INVOLVING THE RIGHTS OF SIGNATORIES TO THE GENEVA CONVENTION ALLOCATING JURISDICTION OVER THE CONTINENTAL SHELF. ANY JUDGEMENT ON SUCH LEGAL DEFINITIONS WOULD BE OF VITAL IMPORTANCE SHELF. ANY JUDGEMENT ON SUCH LEGAL DEFINITIONS WOULD BE OF VITAL IMPORTANCE IN VIEW OF CLAIMS STAKED OUT BY OIL COMPANIES.
