    THE SOUTH AFRICAN DELEGATE, DR. WILLIAM NAUDE, HAS BEEN FRUSTRATED THREE TIMES BY LACK OF A QUORUM IN THE HALL, AS DELEGATES LEFT, ONLY THE GHANAIANS REMAINED AT THEIR DESK, POINTEDLY READING AIRMAIL EDITIONS OF THE TIMES OF LONDON. EVERY TIME MR. NAUDE SPOKE, THEY ROSE TO POINT OUT THE LACK OF QUORUM, AND HE HAD TO STOP.

    YESTERDAY THE HALL AGAIN EMPTIED AFTER THE ACTING PRESIDENT, FROM THE PHILIPPINES, ANNOUNCED MR. NAUDE. BUT THIS TIME HE WAS ALLOWED TO COMPLETE HIS SPEECH, ABOUT SOUTH AFRICA'S SYMPATHY FOR THE PROBLEMS OF DEVELOPING COUNTRIES.
