    Morocco's Premier-Designate, Ahmed Osman, on Sunday (19 November) in Rabat, presented to King Hassan his new government composed of independents, after failing to persuade the nation's political parties to join a coalition. The new government is virtually a reshuffle of the previous government led by Mohamed Karim Kamrani which was appointed in the wake of last year's abortive army coup.

    It was re-shuffled last April, before the Air Force attempted a coup on August 16 when rebel pilots tried to shoot down the King's plane bringing him back from a visit to France.

    Mr. Osman is King Hassan's brother-in-law and was formally the Director of the Royal Cabinet. The new government's main task will be to organise elections early next year, as provided by the country's third constitution.

    I a speech broadcast shortly after he had received the new government, King Hassan promised his people that next year's general elections will be "free and honest", He offered his political opponents seats in a new government so they could supervise the voting.
