    The foundations for a regional grouping of the four West African states along the Senegal river have been laid by Mali, Mauritania, Guinea and Senegal at a conference this week in Dakar, the capital of Senegal.

    The grouping, which will be known as the Organisation of Senegal River States, will have its headquarters in Dakar and will aim to develop close co-operation in the fields of education, health, agriculture and industry.

    Formal creation of the grouping is expected at a summit meeting of the four nations next month at Labe, in Guinea. The sub-regional grouping is planned to work within a wider West African economic association.

    M. Mamadou Wane, the Seregal Minister of Power, described the meetings as mainly economic, but he felt that they could become progressively more political. The conference had to outline concrete measures to realise the expressed desires of the heads of state.

    The result promises to be a compromise between proposals from Senegal and Guinea. Senegal wanted a secretariat to co-ordinate the various committees while Guinea proposed a completely new body under a council of ministers.
