    To be accused or not to be accused, that is the question - and Cuban Foreign Minister Raul Roa, on his arrival at San Jose's El Coco Airport, Aug. 14, made it clear that Cuba intends to be the one to accuse if accusations are thrown about at the Organisation of American States Foreign Ministers Conference opening Aug. 16.

    Hundreds of pro-Castro supporters gave Roa a tumultuous welcome at the airport, mobbing him, and driving Cozta Rican securitymen frantic. Cuban flags were waved from the airport's main building, and the Cuban Minister's car was held up for several minutes as well-wishers thrust flags at the windows and milled around.

    The San Jose meeting will consider two matters during its projected fortnight long conference - Dominican assassination attempt against Venezuelan President Betancourt (substantiated by an OAS investigation committee) and Communist infiltration into the Americas through Cuba.

    Before leaving Havana, Dr. Roa said Cuba would accuse America. At last week's Washington DC meeting of the OAS Council Cuba's attempt to put on the agenda an item regarding supposed US aggression against Cuba was thwarted.
