    POLITICAL OBSERVERS BELIEVED MR WILSON WOULD FIND A FORMULA TO MINIMISE THE DIVISIONS WITHIN THE CABINET BEFORE ADDRESSING PARLIAMENT THIS AFTERNOON. THE CABINET WAS STILL IN SESSION AT 1300 HRS (GMT) TODAY.

    THE PRIME MINISTER WAS EXPECTED TO TELL THE HOUSE THAT THE LABOUR ADMINISTRATION WOULD STICK BY THE BAN ON ARMS SALES TO SOUTH AFRICAN WHICH HE ANNOUNCED THREE YEARS AGO.

    IT WAS CONSIDERED LIKELY THAT MR WILSON WOULD ADMIT THAT THE ARMS BAN WOULD HAVE TO BE REVIEWED AS PART OF THE GOVERNMENT'S OVERALL POST-DEVALUATION ECONOMIC SURVEY NEXT MONTH - AND ALSO TO WARN THAT, IT ANY EVENT, ORDERS LOST TO BRITAIN BY MAINTAINING THE ARMS BAN MIGHT HAVE TO BE PAID FOR BY SOCIAL SERVICE CUTS.
