There is no question in my mind that discussions will carry on steadily with respect to full autonomy but the definition of what full autonomy is, what it encompasses, and whether it will embrace the expectations of all the Arab nations is yet to be determined because it is still in negotiation."

    Background: United States Senator Charles Percy, head of the influential Senate Foreign Relations Committee, arrived in London on Thursday (21 January) after two weeks of talks in the Middle East. He briefed the United Kingdom's Foreign Secretary Lord Carrington on his discussions which dealt with the stalled negotiations for Palestinian autonomy. On Tuesday (19 January) Senator Percy met Syrian Foreign Minister Abdul-Halim Khaddam who reminded him of his country's opposition to Israel's annexation of the occupied Golan Heights last month. Mr. Percy also visited the troubled city of Beirut where he had talks with Lebanon's President Elias Sarkis on Wednesday (20 January). Previously he met Egypt's President Hosni Mubarak and Israeli Prime Minister Menachem Begin on his tour. Senator Percy told a London news conference there would never be peace in the Middle East until the Palestinians had a homeland.
