Background: Western military experts said they spotted on new missiles or rockets in Saturday's (7th November) parade through Red Square of the Soviet Union's military might, celebrating the 53rd. Anniversary of the October 1917 Revolution.

The Moscow celebrations were marked only by a down-grading of the U.S. official representation, to register growing American annoyance at the continued detention in the Soviet Union of two U.S. Generals whose light plane crossed from Turkey into Soviet Armenia 17 days ago.

Soviet Defence Minister Andrei Grechko, speaking to massed troops and crowds in Red Square, said the U.S. was to blame for holding up political settlements in the Middle East and Indo-China, and for aggravating the situation in various parts of the world. But Soviet military and Communist Party leaders refrained from any reference to current talks in Halsinki between the super powers on curbing the arms race.

This has been taken as a sign that Moscow does not intend to let diplomatic squabbles encroached on these vital negotiations.

Russian leaders Leonid Brezhnev and Alexei Kosygin stood for-hatted in sub-zero temperatures and swirling snow on the top of Lenin's Mausoleum reviewing the traditional parade.
