    DEMONSTRATIONS IN HYDRABAD LAST THURSDAY (3 JULY) CHANTED SLOGANS AND CARRIED PLACARDS CALLING FOR THE FORMATION OF A SEPARATE TELENGANA STATE IN THE SOUTHERN INDIAN STATE OF ANDHRA PRADESH. POLICE IN THE ANDHRA CAPITAL LOOKED ON BUT THERE WAS NO VIOLENCE, IN CONTRAST TO PREVIOUS OUTBURSTS DURING THE SIX-MONTH LONG CAMPAIGN WHICH HAS ROCKED THE STATE.

    DEMONSTRATORS MARCHED ON THE SECRETARIAT IN HYDRABAD, PAST SEPARATIST SLOGANS PAINTED ON WALLS. A NUMBER OF ARRESTS WERE MADE.

    ACCORDING TO THE TELENGANA PRAJA SAMITI (PEOPLE'S PARTY), WHICH HAS BEEN LEADING THE SIX-MONTH SEPARATIST CAMPAIGN, THE TELENGANA REGION OF ANDHRA STATE HAS BEEN NEGLECTED AND THAT PROMISED DEVELOPMENT PROGRAMME HAVE NOT BEEN CARRIED OUT IN THE BACKWARD AREA BY THE PRESENT GOVERNMENT.

    A MAJOR DEMAND OF THE SEPARATISTS HAS BEEN FOR THE RESIGNATION OF ANDHRA STATE CHIEF MINISTER KASU BRAHMANANDA REDDI. THEY ALLEGE THAT HE HAS BEEN RESPONSIBLE FOR THE NEGLECT OF THE TELENGANA REGION. MR. REDDI HAS ALREADY OFFERED HIS RESIGNATION TO THE RULING INDIAN CONGRESS PARTY.

    DEMONSTRATORS HAVE ALSO CALLED FOR A TAKE-OVER OF THE STATE'S ADMINISTRATION BY THE CENTRAL GOVERNMENT. ALTHOUGH A DECISION HAS NOT YET BEEN REACHED, IT IS EXPECTED THAT ANDHRA WILL BE PLACED UNDER PRESIDENT'S RULE -- DIRECT CONTROL FROM DELHI -- WHILE THE GOVERNMENT DECIDES WHETHER TO BOW TO THE SEPARATISTS' DEMANDS OR TO TRY TO MAINTAIN ANDHRA'S INTEGRITY.

    THE SEPARATIST DISPUTE HAS MANIFESTED ITSELF IN VIOLENCE ON A NUMBER OF OCCASIONS IN THE AREA AND POLICE HAVE FIRED ON DEMONSTRATORS WHO HAVE BEEN TRYING TO STOP TRAINS. DEMONSTRATORS HAVE ALSO FOUGHT WITH POLICE.

    TWENTY-ONE TELENGANA SEPARATIST LEADERS, INCLUDING THE CHAIRMAN AND ACTING CHAIRMAN OF THE PEOPLE'S PARTY, HAVE SO FAR BEEN JAILED UNDER THE PREVENTIVE DETENTION ACT.

    THE TELENGANA REGION BECAME PART OF THE ANDHRA STATE DURING THE REDISTRIBUTION OF THE INDIAN STATES ON A LINGUISTIC BASIS FOLLOWING THE DEPARTURE OF THE BRITISH.
