    THE NORTH VIETNAM-BOUND AMERICAN QUAKER YACHT PHOENIX, SAILED INTO HONGKONG YESTERDAY (FRIDAY). BUT ITS 23-YEAR-OLD SKIPPER, MR. ROBERT EATON, WAS REFUSED PERMISSION TO COME ASHORE AS HIS PASSPORT HAD BEEN INVALIDATED BY THE UNITED STATES AUTHORITIES.

    THE THREE MEMBERS OF HIS CREW, INCLUDING A JAPANESE WOMAN JOURNALIST, WERE PERMITTED TO LAND BY THE HONGKONG AUTHORITIES BECAUSE THEIR PASSPORTS WERE VALID.

    THE 30-TON PHOENIX, WHICH LEFT HIROSHIMA ON AUGUST 25, IS ON A SECOND VOYAGE TO HAIPHONG WITH 16 BOXES OF MEDICAL SUPPLIES, INCLUDING SURGICAL INSTRUMENTS, WORTH SOME 10,000 U.S. DOLLARS. IT IS A GIFT BY THE ORGANISERS OF THE TRIP -- "A QUAKER ACTION GROUP" -- TO THE CIVILIANS OF NORTH VIETNAM WOUNDED BY AMERICAN BOMBING.

    MR. EATON TOLD REPORTERS WHO BOARDED THEY YACHT ON ITS ARRIVAL THAT HE HOPED TO RECRUIT ADDITIONAL CREW MEMBERS WITH MEDICAL TRAINING IN HONGKONG. THEY WOULD HAVE TO BE PREPARED TO REMAIN IN NORTH VIETNAM FOR SEVERAL WEEKS IF THEIR SERVICES WERE ACCEPTABLE TO THE NORTH VIETNAM RED CROSS.

    CONTINUING, HE SAID THE U.S. GOVERNMENT HAD TRIED TO INTERFERE WITH THE WORK OF HIS GROUP BY FREEZING ITS BANK ACCOUNTS IN THE UNITED STATES.

    IN TOKYO, DR. EARLE REYNOLDS, AMERICAN PACIFIST LEADER RESIDING IN JAPAN, SAID HE AND HIS QUAKER GROUP WOULD "CERTAINLY FIGHT" AGAINST THE AMERICAN GOVERNMENT'S INTERFERENCE WITH THEIR WORK TO AID NORTH VIETNAMESE CIVILIANS.

    HE SAID WASHINGTON WAS TRYING TO FREEZE THE GROUP'S TWO BANK ACCOUNTS BECAUSE THE MONEY MIGHT BE USED TO AID NORTH VIETNAM, AND ADDED THE GROUP PLANNED TO TAKE LEGAL ACTIONS AGAINST U.S. GOVERNMENT'S MOVES.

    THE PASSPORTS OF DR. REYNOLDS AND MR. EATON, HAVE BEEN INVALIDATED AND THEY HAVE TAKEN STEPS TO APPEAL THE CASE IN THE UNITED STATES.

    THE PHOENIX WILL REMAIN IN HONGKONG FOR ABOUT A FORTNIGHT BEFORE LEAVING FOR HAIPHONG.
