    BRIGADIER AKWASI AMANKWA AFRICA AND MR J.K.W.HARLLEY, CHAIRMAN AND VICE-CHAIRMAN OF THE NATIONAL LIBERATION COUNCIL (NLC) OF GHANA, WENT TO THE CASTLE AT OSU, IN ACCRA, ON TUESDAY EVENING (SEPTEMBER 30) WITH THE OTHER MEMBERS OF THE N.L.C., THE BODY WHICH HAD GOVERNED THE COUNTRY SINCE THE OVERTHROW OF THE NKRUMAH REGIME IN FEBRUARY, 1966. THERE THEY SIGNED THE DECREE DISSOLVING THE N.L.C. - THE FINAL MOVE BEFORE HANDING OVER THE GOVERNMENT TO CIVILIAN RULE THE FOLLOWING DAY.

    THE N.L.C. TOOK OVER THE GOVERNMENT ON FEBRUARY 24TH, 1966 - TWO DAYS AFTER AN ARMY COUP DEPOSED PRESIDENT KWAME NKRUMAH. THE N.L.C. HAD LONG-PROMISED THAT THE COUNTRY WOULD RETURN TO CIVILIAN RULE AS SOON AS THIS WAS FEASIBLE - AND WITH LAST AUGUST'S ELECTIONS THE PROMISE WAS KEPT. DR. KOFI BUSIA AND HIS PROGRESS PARTY WERE ELECTED - AND, ON WEDNESDAY, OCTOBER 1ST, THE NEW PRIME MINISTER RECEIVED THE ADMINISTRATION FROM THE N.L.C. IN ITS LAST OFFICIAL ACT.

    THE FIRST THREE TO SIGN THE DECREE WERE BRIGADIER AFRICA, MR HARLLEY AND MAJOR-GENERAL A.K.OCRAN - WHO WILL NOW FORM A TRIUMVIRATE PRESIDENTIAL COMMISSION ALONGSIDE DR BUSIA'S GOVERNMENT. OTHER SIGNATORIES WERE MR A.K. DEKU, FORMER COMMISSIONER OF POLICE; MR. B.A. YAKUBU, INSPECTOR-GENERAL OF POLICE; AND LIEUTENANT-COLONEL E.A. YEBOAH.
