    MR. AHTI KARJALAINEN, THE FINNISH FOREIGN MINISTER, LEFT HELSINKI ON NOVEMBER 10, TO VISIT MOSCOW FOR DISCUSSIONS WITH THE SOVIET GOVERNMENT ABOUT THE RECENT SOVIET NOTE TO FINLAND. THE NOTE INVOKED THE 1948 RUSSO-FINNISH MUTUAL ASSISTANCE PACT, AND ASKED FOR CONSULTATIONS ON THE GROUNDS OF A THREAT OF ATTACK FROM WEST GERMANY.

    THE FOREIGN MINISTER WHOSE TALKS WITH MR. GROMYKO, THE SOVIET FOREIGN MINISTER, HAVE BEEN DESCRIBED AS "EXPLORATORY", WILL BE ACCOMPANIED BY THREE ASSISTANTS, INCLUDING MR. J. HALLAMA, HEAD OF THE FOREIGN MINISTRY'S POLITICAL DEPARTMENT, AND SOVIET AMBASSADOR ZAHAROV.

    A FINNISH FOREIGN OFFICE SPOKESMAN SAID AT PRESENT NO FORMAL FINNISH REPLY TO THE SOVIET NOTE OF OCTOBER 30 WOULD BE MADE. MR. KARJALAINEN HAD NOT BEEN GIVEN ANY SPECIAL MESSAGE TO CONVEY. HE WAS ONLY TO FIND OUT WHAT THE RUSSIANS HAD IN MIND AND REPORT BACK TO HELSINKI.
