INTRODUCTION: Foreign Ministers of the European Economic Community have agreed to press the Soviet Union for faster implementation of human freedoms in eastern Europe, according to informed sources quoted by Reuters news agency.

SYNOPSIS: The Ministers met in London, England, on Monday (31 January). Their conference was scheduled to last two days, but it ended after only three hours of discussion.

The conference is the first of a series being held in London, during the first half of 1977, when Britain is taking its first turn as President of the EEC. The human rights issue was the main item on the agenda.

In discussing that, the Ministers were seeking to devise a joint approach to a conference in Belgrade later this year when 35 states will examine progress made in implementing the 1975 Helsinki agreements on East-West detente.

Among the other topics discussed was terrorism. The nine ministers who attended agreed to instruct their political officers to devise a new agreement covering the kidnapping of hostages. They also discussed the Middle East situation.
