    The United States Secretary Mr. Cyrus Vance, who has been in Jerusalem for talks with Israeli leaders on the Middle East peace negotiations, is to cut short his peace mission. His move came as Israel reportedly balked at new proposals brought to them from Cairo by Mr. Vance.

    SYNOPSIS: Mr. Vance flew to Jerusalem from Cairo on Wednesday (13 December) and there was optimism on h???es of agreement being reached soon. Diplomatic sources said Egypt had been persuaded to drop demands for revisions in the draft peace treaty.

    When he arrived Mr. Vance said negotiations were now in their final stages and he hoped the talks would prove positive. His visit follows comments from President Carter at a Washington news conference on Tuesday (12 December) when he said he hoped the treaty negotiations would be concluded by the deadline date of December 17. In Jerusalem Mr. Vance met the Israeli Prime Minister Menachem Begin and Foreign Minister Moshe Dayan, plus other ministers.

    After the meeting Mr. Vance said there were "differences of view" with the Israeli leadership. After discussing the situation with President Carter in a phone call, he announced his intention to return to Cairo on Thursday (14 December) instead of Friday as earlier planned. He will meet President Anwar Sadat, then return to Washington.

    In Egypt, Mr. Vance met President Sadat and, say official U.S. sources, persuaded him to forego demands that the treaty be revised to include a timetable for self-rule elections on the West Bank and in Gaza, previously one of the main stumbling blocks to securing the treaty's signing by the target deadline. Egypt's decision, say officials, was in exchange for an assurance its reservations would be set out in side letters between the parties. The detail and extent of Israeli's objections to the latest Egyptian proposals, conveyed by Mr. Vance -- and the depth of differences now between the two sides -- have not yet been revealed.
