    MR. HAROLD WILSON, THE BRITISH PRIME MINISTER, TODAY (10 JAN.) LEFT LONDON FOR LAGOS, NIGERIA, WHERE REPRESENTATIVES FROM ALL OVER THE COMMONWEALTH ARE GATHERING FOR A CONFERENCE ON BREAK-AWAY RHODESIA.

    AT AN AIRPORT PRESS CONFERENCE, MR. WILSON EMPHASISED THAT BRITAIN ALONE MUST SETTLE THE TERMS FOR A RETURN TO CONSTITUTIONAL RULE IN RHODESIA. A NUMBER OF COMMONWEALTH COUNTRIES, NOTABLY IN AFRICA, ARE DEMANDING THAT BRITAIN SHOULD USE FORCE TO RE-IMPOSE CONSTITUTIONAL GOVERNMENT. BRITAIN HAS INSISTED ON ECONOMIC SANCTIONS ONLY TO DATE.

    THE PRIME MINISTER IS EXPECTED TO REPORT TO THE CONFERENCE ON THE EFFECTS OF THESE SANCTIONS. HE SAID, "IT MAY BE THAT THEY WILL NOW FEEL IN THE CIRCUMSTANCES THEY SHOULD TRY TO NEGOTIATE, SO THAT THEY CAN GET BY NEGOTIATION WHAT THEY TRIED TO TAKE BY ILLEGAL ACTION."
    REFERRING TO THE DEMANDS FOR FORCE TO BE USED, MR. WILSON COMMENTED, "OF COURSE WE RECOGNISE THE FEELINGS OF OUR AFRICAN COLLEAGUES AND THE REST OF THE COMMONWEALTH. WE SHALL NATURALLY WANT TO HEAR THEIR VIEWS ON ALL THESE MATTERS." BUT, HE ADDED, BRITAIN HAD DECIDED ON WHAT HER POLICY WAS TO BE ON THAT QUESTION.

    THE PRIME MINISTER DENIED THAT HE WAS GOING TO LAGOS TO GAIN TIME FOR HIS POLICIES AND SAID, "I BELIEVE THIS IS A VERY, VERY SERIOUS SITUATION AFFECTING NOT ONLY THE FUTURE OF THE COMMONWEALTH, BUT AFFECTING RELATIONS BETWEEN ADVANCED COUNTRIES AND THE NEWER COUNTRIES."
