    At the very least the United Nations security council will strongly condemn Israel for intercepting an Arab airliner last week.

    An agreement is going on behind the scenes at the security council because Egypt, India and Kenya want an even tougher resolution calling all states to withheld any aid which might encourage Israel to carry out similar actions in the future. However the United States who have joined the criticism of Israel over the airline's interception would be sure to vote a resolution involving sanctions. Other western powers would also be expected to disagree.

    In the incident Israeli jet fighters forced an Arab Caravelle airliner to land at one of their air bases. Israeli officials interrelated the 81 passengers and crew for about two hours before discovering that Arab Guerilla leader George Habash was not aboard. He had cancelled his booking at the last moment.

    Lebanon called the council into urgent session on Monday (August 13) and they are reported to be satisfied with the first resolution which was well supported. It condemned Israel, warned her against nay repetition and declared that the incident would be brought to the attention of the next meeting of the International Civil Aviation Organisation.

    SYNOPSIS: French delegate Jacques Lecompt said countries must follow the example of the laws they had imposed on their own people and agreed between themselves. Israel had admitted violating international air traffic agreements and that was a very serious thing to do. In fact it was the first time it had happened in the history of civil aviation.

    It would be absolutely deplorable if other countries followed Israel's example - applying the law of an eye for an eye and a tooth for a tooth which would start and endless and increasingly grave chain of reactions. With the state of affairs in the Middle East as they were it was up to the United Nations to stop the situation deteriorating in the hope that it could be put right.
