    THE 17-NATION DISARMAMENT CONFERENCE CONTINUED IN GENEVA TODAY (WEDNESDAY). NOW ENTERING ITS SIXTH YEAR, IT RESUMED YESTERDAY AFTER A FOUR-MONTH BREAK.

    AMERICA'S DELEGATION WAS HEADED BY MR WILLIAM FOSTER, AND THE SOVIET UNION'S BY THE SEMYON TSARAPKIN.

    TWO POINTS EMERGED TODAY ON WHICH SOME PARTIAL AGREEMENT WAS POSSIBLE. THEY WERE :--
    1. MEASURES TO PREVENT THE SPREAD OF NUCLEAR WEAPONS TO NATIONS THAT ARE NOW WITHOUT THEM.

    2. A "VERIFIED FREEZE" OF THE NUMBER AND CHARACTERISTICS OF STRATEGIC NUCLEAR OFFENSIVE AND DEFENSIVE VEHICLES.

    A NOTICEABLE ABSENTEE AT THE CONFERENCE WAS FRANCE, WHICH WAS ONE OF THE FEW NATIONS NOT TO SIGN THE NUCLEAR TEST-BAN TREATY.

    BESIDES THE U.S. AND SOVIET UNION, OTHER NATIONS WHOSE DELEGATES ARE SEEN ON FILM ARE: ITALY, MEXICO, NIGERIA, POLAND, BURMA, SWEDEN, RUMANIA AND CANADA.

    THE CONFERENCE CONTINUES TOMORROW (THURSDAY).
