    INTERVIEWER: "DO YOU EXPECT LATER IN THE WEEK TO BE SPEAKING WITH UNITED STATES REPRESENTATIVE?"



    SPAAK: "YES, I THINK I SHALL GO THROUGH TO WASHINGTON ON TUESDAY."



    INTERVIEWER: "CAN YOU TELL US SOME OF THE CONDITIONS THAT MIGHT BE USEFUL IN REACHING AN AGREEMENT IN THIS CONGO AFFAIR?"



    SPAAK: "WELL I BELIEVE THAT THE U THANT PLAN A VERY GOOD IDEA. I SUPPOSE THE QUESTION NOW IS TO SEE IF IT IS POSSIBLE TO FIND IMPLEMENTATION OF THIS PLAN."



    INTERVIEWER: "THERE'S MR. BOMBOKO, WHO'S ALSO QUOTED AS SAYING THAT HE FEELS THE BRITISH AND YOURSELVES, THE BELGIANS, HAVE BETRAYED HIM BY REFUSING TO APPROVE CERTAIN SANCTIONS ON THE KATANGA GOVERNMENT."



    SPAAK: "WELL I HOPE TO SEE MR. BOMBOKO TOMORROW, TOO, AND TO DISCUSS THE QUESTION WITH HIM."

    M. SPAAK'S VISIT TO NEW YORK APPEARS TO HAVE BEEN MADE WITH SOME URGENCY AND M. SPAAK WAS ACCOMPANIED BY M. ROTHSCHILD, A DIPLOMAT SPECIALISING IN KATANGA AFFAIRS. IN THE SAME AIRCRAFT WAS M. ROBILLARD, MANAGING DIRECTOR OF THE UNION MINLERE, THE MINING COMPANY WHICH HAS VERY EXTENSIVE INTERESTS IN KATANGA.

    IT HAS BEEN REPORTED UNOFFICIALLY FROM BRUSSELS THAT THE BELGIAN GOVERNMENT FAVOURS AN AGREEMENT BETWEEN KATANGA AND THE CONGO CENTRAL GOVERNMENT, BUT REMAINS OPPOSED TO MILITARY AND ECONOMIC SANCTIONS.
