Background: Travelling en-route to Kampala for the wedding of his Ugandan counterpart, Somalia's Secretary of State for Foreign Affairs...Mr Jaalle Omar Arteh Ghalib...stopped briefly at Dar Es Salaam on Friday evening (15 December) for a quick round of talks with foreign Minister John Malecela, Defence Minister Edward Sokoise and other officials.
On arrival at Dar Es Salaam airport, where this coverage was filmed, Mr Ghalib told newsmen "this is just a routine visit to a friendly country." Somalia offered its services and acted as mediator in the recent border crises between Tanzania and Uganda. It's thought Mr Ghalib may have discussed General Amin's announcement earlier in the week that Ugandan air and ground forces will shortly be engaged in combined exercises near Mutukula on the border with Tanzania. One of the articles of the recent peace agreement signed by Tanzania and Uganda requires both countries "to cease forthwith all military operations of any kind against each other's territory" and "to withdraw not later than October 19 (last), all military forces to a distance not less than 10 kilometres from the common boundary"... according to the Tanzania Daily News.

Somalia acted as mediator in the recent border crises between Tanzania and Uganda, and a local paper has suggested Mr Ghalib discussed the announcement by General Amin that Ugandan military exercises would be hold soon along border territory, contrary to the terms of their peace agreement.
