    FOREIGN MINISTER WILLIE BRANDT TODAY TOLD WEST GERMAN PRESIDENT GUSTAV HEINEMANN THAT HE WILL SEEK THE CHANCELLORSHIP OF THE GOVERNMENT FOLLOWING SOCIALIST GAINS IN YESTERDAY'S ELECTIONS. IN THE ELECTIONS, THE SOCIAL DEMOCRATS AND THE FREE DEMOCRATS BETWEEN THEM WON AN ABSOLUTE MAJORITY.

    AS SOON AS THE OUTCOME OF THE ELECTION BECAME CLEAR, HERR BRANDT AND HIS SOCIAL DEMOCRATS BEGAN INFORMAL TALKS WITH THE SMALL FREE DEMOCRATIC PARTY ON POSSIBLE PARTNERSHIP.

    THE 12-SEAT MAJORITY IS ONLY ONE LESS THAN HERR BRANDT HAD SAID WOULD BE NEEDED TO FORM A GOVERNMENT TO RULE WEST GERMANY FOR THE NEXT FOUR YEARS.

    THE NEW ALLIANCE, IF IT IS FORMED, WILL FORCE CHANCELLOR KIESINGER'S CHRISTIAN DEMOCRATS INTO OPPOSITION FOR THE FIRST TIME IN WEST GERMANY'S 20-YEAR HISTORY.
