    (SEQ 2) ANSWER: "YES. THE ANSWER IS QUITE SIMPLE. UNDER THE NEW TANGANYIKA CITIZENSHIP LAW YOU HAVE TO HAVE BEEN RESIDENT IN TANGANYIKA FOR FIVE YEARS BEFORE YOU CAN BECOME A TANGANYIKA CITIZEN, AND ALTHOUGH I'VE HAD TWENTY-SIX YEARS IN EAST AFRICA, I'VE ONLY HAD TWO OF THEM IN TANGANYIKA. AND INDEED, I'M VERY APPRECIATIVE OF THE FACT THAT FOR THE FIRST MONTHS OF THEIR INDEPENDENCE HE (MR. NYERERE) CLOSED HIS EYES TO THIS, AND ALLOWED ME TO HAVE THE HONOUR OF BEING, I THINK, FOR THE FIRST TIME IN ANY INDEPENDENT COUNTRY, A FOREIGNER AS A FINANCE MINISTER."

    ANSWER: "NO, I DON'T THINK SO. I THINK SOME HAPPENINGS OF THIS KIND WERE INEVITABLE IN THE EARLY DAYS, I SUPPOSE, BUT MR. KAWAWA AND MR NYERERE HAVE SAID THERE WILL BE AND THERE IS, NO CHANGE IN THE POLICY OF THE GOVERNMENT AS A WHOLE. AND I BELIEVE THAT TANGANYIKA IS OBVIOUSLY GOING TO HAVE ONE OR TWO HEADACHES IN THIS RESPECT, BUT IT IS GOING TO PROVE THAT A DEMOCRATIC SOCIETY IS WORKABLE WHERE PEOPLE RESPECT ONE ANOTHER IRRESPECTIVE OF COLOUR.

    COINCIDING WITH THE RESIGNATION OF MR.JULIUS NYERERE AS PRIME MINISTER IN FAVOUR OF MR RASHIDI KAWAWA, SIR ERNEST'S RESIGNATION MEANS THAT ONLY TWO NON-AFRICANS ARE LEFT IN THE TANGANYIKA CABINET.MR.NYERERE EXPLAINED EARLIER THAT SIR ERNEST'S RESIGNATION WAS EXPECTED WITHIN SIX MONTHS OF TANGANYIKA'S INDEPENDENCE - DEC 1961 - ANYWAY, AND THAT HE WAS CONTINUING TO HELP THE TANGANYIKA GOVERNMENT AS FINANCIAL AND ECONOMICAL ADVISER.HIS KNOWLEDGE AND EXPERIENCE HAD BEEN "OF INESTIMABLE VALUE"," MR.NYERERE SAID.
