    Background: Zaire's head of state General Mobutu sese Seko started a two day state visit to Uganda on Sunday (July 15). And immediately after being greeted by president Idi Amin, the visiting head of state performed his first official duty -- laying the foundation stone for a new terminal building at Arua, Northern Uganda, which is to become the country's second international airport.

    Later during the visit, Uganda and Zaire agreed to strengthen relations. The first step, according to President Amin, was to abolish fishing restrictions and visa requirements.

    SYNOPSIS: Arua, in Northern Uganda, is designated to be developed as the country's second international airport. On Sunday, local people gave VIP treatment to a visiting head of state -- President Mobutu Sese Seko of Zaire, President Idi Amin led the Uganda welcome.

    No sooner had he arrived than General Mobutu performed his first official engagement on the two-day state visit. He laid the foundation stone for the new terminal building at Arua airport. Ironically, General Mobutu's own arrival at Arua had been delayed after his aircraft was ground near zaire's border with Uganda. The original small airfield at Arua was constructed in 1944. Now it will be brought up to international standards. It will be used when weather is bad over Entebbe airport.

    At the ceremonies, President Amin recalled with gratitude that ever since coming to power he had received the instating support of General Mobutu and his government. Later during the visit, the two governments agreed to strengthen relations by abolishing existing visa and fishing restrictions.
