Background: A press-conference for Soviet and US press, TV and radio was held on Dec 7, 1978 in the Moscow House of Receptions on occasion of completion of 6th annual session of US-USSR trade and economic council - an independent corporation established by businessmen to promote trade, scientific and technological exchanges between the two major powers.
Speakers at press-conference were: Vladimir Sushkov - Co-chairman of the Council, deputy-minister of foreign trade of USSR, William Verity - Co-chairman of the Council, David Rockefeller - President of Chaise Manhatten Bank.
V. Sushkov noted that L.Brezhnev gave a dinner to honour delegates of the session and spoke on USSR-US relations. Answering to a delegate's remark that businessmen need his help to promote US-USSR trade, Leonid Brezhnev said: I would of course help you is you are going to take correct decisions. The Soviet speaker emphasised the fact that never such a number of most prominent US businessmen participated in the work of Council's sessions ( over 360 persons representing about 250 US corporations -- ITT, Occidental Petroleum, Catterpillar, General Motors, General Electric, Coca-Cola, Chaise Manhatten Bank, American Express among them). Session discussed and obeyed 28 major projects of cooperation and unanimously passed the resolution to the effect that the existing US legislation must be corrected to make effective the formally existing Us-USSR Agreement on trade of 1974.
W. Verity noted that US businessmen do want to trade and cooperate with USSR. Soviet Union needs American technology and products while US need some of Soviet technology and products. This session is the turning point in our relations. In the coming year legal restrictions existing in US must be lifted, and it can be done relating to what Secretaries M. Blumental and J. Kreps said ("The attitude of US administration towards US-USSR trade changes" - they said). W.Verity said he believed such positive changes will be coming sooner after SALT-2 agreement is signed.
D. Rockeffeler noted there are connections between trade opportunities and political situation. But trade must help to improve political situation and in that mood we discussed all our problems. Many Americans do not sympathise with the Congress decisions of Dec. 1974. At the moment we should do whatever is possible even without trade.Even without Export-Import bank we can provide substantial amount of financing of US-USSR projects. The USSR ability for payments has been considerably increased an it makes financing still easier.
Answering questions of the press the speakers noted that recent restrictions on licences on the part of US administration are being removed and there will be substantial increase in trade and cooperation even without immediate changes in legislation. With the restrictions removed trade will be very substantial.
It was calculated that the agreed 28 projects will give employment to 500.000.-800.000. American workers.
Mr. Rockefeller said that on returning home they will talk to senators and congressmen to explain that removing restrictions is in the interests of both - USSR and US.
