    MR. BALZHINNYAM, 50, WHO IS ALSO AMBASSADOR TO POLAND, WILL NORMALLY LIVE IN WARSAW. UNTIL 1962, HE WAS SECRETARY OF THE MONGOLIAN PEOPLE'S REVOLUTIONARY PARTY IN CHARGE OF AGRICULTURE.

    HIS APPOINTMENT IS NOTABLE SINCE BRITAIN THIS YEAR WAS THE FIRST WESTERN NATION TO RECOGNIZE MONGOLIA, THOUGH FINLAND AND AUSTRIA FOLLOWED SUIT.
