HIS WARNING TO TROUBLE-MAKERS CAME FOLLOWING THREE DAYS OF BLOODY CLASHES BETWEEN POLICE AND STUDENTS. IT'S REPORTED THAT SIX PEOPLE HAVE DIED IN THE BITTER FIGHTING AND THAT THERE HAVE BEEN MORE THAN 1,000 ARRESTS.

THE MINISTER SAID PRESIDENT DA COSTA E SILVA DID NOT CONTEMPLATE DECLARING A STATE OF SEIGE - ONE STEP SHORT OF MARTIAL LAW.

HOSPITALS HAVE DETAINED 23 PEOPLE WITH BULLET WOUNDS, EIGHT INJURED BY STONES OR CLUBS, 15 BADLY KICKED AND BEATEN, SIX WITH TEAR-GAS INTOXICATION AND 30 OTHERS.

THE CURRENT TROUBLES HAVE A COMMON ROOT WITH DEMONSTRATIONS IN MANY OTHER COUNTRIES; STUDENT DEMAND FOR REFORM. FROM THE DEMONSTRATIONS AND ARRESTS HAS COME FURTHER TROUBLE WITH STUDENTS PROTESTING AGAINST POLICE BRUTALITY AND REFUSING TO STOP DEMONSTRATING UNTIL ARRESTED STUDENTS ARE RELEASED.

GOVERNMENT SPOKESMEN HAVE CHARGED "CUBA-ORIENTATED SUBVERSIVE ELEMENTS" WITH FANNING LEGITIMATE STUDENT GRIEVANCES FOR THEIR OWN ENDS WITH THE EVENTUAL AIM FOR OVERTHROWING BRAZIL'S REVOLUTIONARY REGIME.
