    THE GOVERNMENT ORDERED THE EXTRAORDINARY MEETING AMID GROWING CONCERN IN JERUSALEM OVER AN APPARENT EROSION OF WASHINGTON'S SUPPORT FOR ISRAEL'S STAND AGAINST THE ARABS.

    MR EBAN FLEW HOME ON MONDAY NIGHT (21 DEC) AFTER TALKS IN THE UNITED STATES AND BRITAIN, ANOTHER ARRIVAL WAS ISRAEL'S AMBASSADOR TO THE U.S. GENERAL YITZHAK RABIN, SUMMONED BACK TO ATTEND TUESDAY'S CABINET TALKS IN RELATIONS WITH THE U.S. OTHER CABINET MEMBERS ON HAND WERE GENERAL DAYAN, MINISTER OF DEFENCE, AND DEPUTY PRIME MINISTER ALLON.

    THE MEETING COINCIDED WITH REPORTS OF NEW MIDDLE EAST PROPOSALS BY THE UNITED STATES. MR EBAN WAS EXPECTED TO GIVE A DETAILED REPORT TO THE CABINET OF HIS TALKS WITH U.S. SECRETARY OF STATE WILLIAM ROGERS.

    MR EBAN TOLD REPORTERS ON HIS ARRIVAL THAT ISRAEL CONSIDERED ANY EFFORT TO DETERMINE LIMITING DEFINITIONS FOR A SETTLEMENT BEFORE DIRECT ISRAEL-ARAB NEGOTIATIONS, TO BE HARMFUL TO THE CHANCES OF PEACE.

    POLITICAL CIRCLES IN JERUSALEM CONSIDER THE NEW AMERICAN STAND AS AN ATTEMPT TO CONCILIATE THE ARAB STATES, ESPECIALLY THE MODERATE ONES, DURING THE RABAT ARAB SUMMIT CONFERENCE.
