    THE COMMON MARKET COUNCIL OF MINISTERS OPENED A TWO-DAY MEETING IN BRUSSELS TODAY (MONDAY) AT ITS FULL STRENGTH OF SIX NATIONS FOR RHE FIRST TIME IN EIGHT MONTHS. DR. SICCO MANSHOLT, VICE-PRESIDENT OF THE MARKET'S EXECUTIVE COMMISSION, SAID THAT ALL PROBLEMS ABOUT FINANCING A COMMON AGRICULTURAL POLICY HAD BEEN DISCUSSED.

    DR. MANSHOLT SAID THE DEBATE ON AGRICULTURE WAS STILL IN ITS EARLY STAGES AND NO FINAL DECISIONS HAD YET BEEN TAKEN.

    IT WAS THE RETURN OF THE FRENCH DELEGATION LED BY THE FOREIGN MINSTER, M. COUVE DE MURVILLE, THAT BROUGHT THE METING BACK TO FULL STRENGTH. THE FRENCH DELEGATES BOYCOTTED THE MEETINGS LAST JUNE FOLLOWING A DISAGREEMENT OVER THE ORIGINAL PROPOSALS TO FINANCE THE COMMUNITY'S FARM POLICY. IN JANUARY THE FRENCH AND THEIR FIVE PARTNERS MET IN LUXEMBOURG AND STRUCK AN AGREEMENT THAT PATCHED UP THEIR DIFFERENCES.

    ONE OF THE POINTS REMAINING TO BE SOLVED IS THE DATE WHEN THE MARKET'S JOINT AGRICULTURAL FUND SHOULD TAKE OVER ALL EXPENDITURE FROM THE NATIONAL GOVERNMENTS FOR FARM PRODUCTS.
