    SIR MORRICE JAMES, A SENIOR OFFICIAL OF THE BRITISH COMMONWEALTH RELATIONS OFFICE, IS IN SALISBURY TO INFORM THE GOVERNOR OF THE PROPOSALS BY THE BRITISH PRIME MINISTER, MR WILSON, FOR A RETURN TO CONSTITUTIONAL RULE IN RHODESIA.

    MR WILSON TOLD THE COMMONWEALTH PRIME MINISTER'S CONFERENCE IN LONDON THAT AN IMMEDIATE APPROACH WOULD BE MADE TO MR IAN SMITH, THORUGH SIR HUMPHREY GIBBS, ASKING HIM TO RETURN TO CONSTITUTIONAL RULE.

    SOON AFTER HIS ARRIVAL IN SALISBURY ON TUESDAY NIGHT, SIR MORRICE WENT TO GOVERNMENT HOUSE FOR A BRIEF MEETING WITH SIR HUMPHREY.

    THE SPECIAL ENVOY RETURNED THE NEXT MORNING, POSED WITH SIR HUMPHREY OUTSIDE GOVERNMENT HOUSE FOR NEWSMEN, AND THEN THEY RESUMED THEIR TALKS WHICH CONTINUED TODAY.
