    STUDENTS AND POLICE CLASHED IN THE STREETS OF SEOUL, THE SOUTH KOREAN CAPITAL ON FRIDAY. THE STUDENTS, ABOUT A THOUSAND IN ALL, WERE PROTESTING AT THE GOVERNMENT'S POLICY TOWARDS JAPAN - AND AT THE STATUS OF AMERICAN TROOPS IN SOUTH KOREA. TWELVE YOUTHS WERE ARRESTED.

    RIOT POLICE DROVE BACK THE STUDENTS WITH TEAR GAS SHELLS AND TRUCHEONS. BEFORE THE DEMONSTRATION THE STUDENTS HAD ADOPTED A MESSAGE CALLING ON PRESIDENT JOHNSON NOT TO FORCE SOUTH KOREA TO NORMALISE HER RELATIONS WITH JAPAN. THE PROJECTED TREATY BETWEEN JAPAN AND SOUTH KOREA WHICH WOULD NORMALISED RELATIONS IS TO BE SIGNED ON TUESDAY. A SOUTH KOREAN GOVERNMENT MINISTRY STATEMENT SAID THAT MR. DONG WON LEE, THE FOREIGN MINISTER, WAS FLYING TO TOKYO AT THE WEEKEND TO SIGN THE TREATY.

    VIETNAM WAS THE SECONDARY THEME OF THE DEMONSTRATION. THE STUDENTS DEMANDED THAT THE UNITED STATES STOPPED ENCOURAGING THE GOVERNMENT TO SEND TROOPS TO SOUTH VIETNAM.

    (THE TREATY NORMALISING RELATIONS BETWEEN SOUTH KOREA AND JAPAN HAS ALSO LEAD TO DEMONSTRATIONS IN TOKYO. ON THURSDAY ABOUT THREE THOUSAND SOUTH KOREANS LIVING IN JAPAN'S CAPITAL CITY, DEMONSTRATED IN THE STREETS CALLING FOR EQUAL TREATMENT WITH JAPANESE CITIZENS.)
