    NEARING THE END OF HIS EIGHT DAY OFFICIAL VISIT TO THE UNITED ARAB REPUBLIC SOVIET PREMIER ALEXEI KOSYGIN HAD FURTHER IMPORTANT TALKS WITH PRESIDENT NASSER AT THE KUBBAH PALACE ON MONDAY.

    SINCE HIS ARRIVAL A WEEK AGO, MR. KOSYGIN AND PRESIDENT NASSER HAVE HAD MANY HOURS OF CONFIDENTIAL DISCUSSIONS AND, APART FROM DESCRIBING THE TALKS AS "CORDIAL", OFFICIAL REPORTS HAVE CONTAINED LITTLE INFORMATION. A JOINT COMMUNIQUE, WHICH IS DUE TO BE ISSUED TOMORROW, WILL END SPECULATION AMONG DIPLOMATIC OBSERVERS. IT IS BELIEVED THAT MIDDLE EAST ISSUES HAVE FIGURED PROMINENTLY IN THE TALKS.

    IN HIS ONLY MAJOR POLITICAL SPEECH OF THE VISIT SO FAR, MR. KOSYGIN YESTERDAY LAUNCHED A BITTER ATTACK ON UNITED STATES POLICY IN VIETNAM. SPEAKING TO CAIRO UNIVERSITY STUDENTS HE ACCUSED WASHINGTON OF SUPPORTING A REGIME IN SOUTH VIETNAM COMPOSED OF "A HANDFUL OF TREACHEROUS GENERALS," AND COMPARED UNITED STATES POLICY WITH HITLER'S ACTIONS IN EUROPE.

    PRESENT AT THE TALKS WAS THE UNITED ARAB REPUBLIC FIRST VICE-PRESIDENT, MARSHAL ABDEL HAKIM AMER.

    TODAY, IN THE PRESENCE OF MR. KOSYGIN, PRESIDENT NASSER TOLD THE NATIONAL ASSEMBLY HE MEANT EXACTLY WHAT HE SAID WHEN HE WARNED SAUDI ARABIA THAT EGYPT WOULD STRIKE AT THE BASES OF AGGRESSION IN THAT COUNTRY IF IT MOVED AGAINST THE YEMEN. HIS WARNING WAS ORIGINALLY ISSUED IN A MAY DAY SPEECH.

    MR. KOSYGIN LEAVES EGYPT TOMORROW AND IS SCHEDULED TO BE BACK IN MOSCOW BY THE TIME THE JOINT COMMUNIQUE ABOUT THE TALKS IS ISSUED.
