    TRANSCRIPT: SEQ. 7: PAI: Respectful French friends, ladies and gentlemen....at the invitation of the Government of the French Republic, the governmental delegation of the People's Republic of China, has come to pay a friendly visit to France. The members of the delegation and myself are very glad of it....I am convinced that this visit will serve to reinforce still further the good relations between China and France...and that this visit will serve to strengthen the traditional friendship between our two peoples....I beg our journalist friends kindly to pass on the cordial greetings of the Chinese people to the people of France.

    Background: Pai Hsiang-kuo, Foreign Trade Minister of the People's Republic of China, arrived in France today (29 September) for talks with President Pompidou and other French leaders. He is the first member of the Peking Government to pay an official visit to a Western capital since Chairman Mao Tse-tung founded the People's Republic 22 years ago.

    Mr. Pai arrived at Orly airport at the head of a nine-man delegation including senior officials from the Foreign Affairs Ministry as well as from his own Ministry. The visit is scheduled to last ten days.

    Mr. Pai's visit is seen in France as putting the seal on the policy of rapprochement initiated a decade ago by the late President de Gaulle. More directly, it reciprocates a visit made to Peking last year by French State Planning Minister Andre Bettencourt.

    Mr. Pai spoke to newsmen at a televised press conference in the airport lounge. The following is a translation of the French interpretation of his words:
