    MRS. INDIRA GANDHI, INDIA'S PRIME MINISTER, MUSTERED ENOUGH SUPPORT AT A SPECIAL MEETING OF THE POLICY-MAKING ALL INDIA CONGRESS COMMITTEE YESTERDAY (SATURDAY) TO WIN ENDORSEMENT FOR A RESOLUTION EXPELLING HER RIVAL, PARTY PRESIDENT MR. S. NIJALINGAPPA, FROM OFFICE.

    IN A LONG SPEECH, DURING WHICH SHE WAS OVERCOME WITH EMOTION, SHE PLACED THE BLAME FOR THE RIFT IN HER PARTY SQUARELY ON THE RIVAL FACTION, AND CALLED FOR A PLEDGE TO "REVIVE AND REVITALISE THE CONGRESS".

    EARLIER IN THE DAY, A PROCESSION WAS ORGANISED IN MRS. GANDHI'S SUPPORT; PROMINENT AMONG THE PARTICIPANTS WAS THE NEHRU BRIGADE, A NEW VOLUNTEER FORCE WHICH BACKS HER FACTION.

    MRS. GANDHI MOUNTED THE ROSTRUM WITH MR. T.T. KRISHNAMACHARI, A WELL-KNOWN RETIRED CONGRESS LEADER FROM SOUTH INDIA, WHO CAME TO DELHI SPECIALLY FOR THE OCCASION TO UNFURL THE CONGRESS FLAG AND TO REMIND THE DELEGATES OF THE GANDHI AND NEHRU FAMILY'S HISTORICAL TIES WITH CONGRESS.

    MRS. GANDHI WAS OVERCOME WITH EMOTION DURING A LONG SPEECH WHEN SHE RECALLED HOW MR. NIJALINGAPPA, AND MEMBERS OF THE PARTY EXECUTIVE WHO BACK HIM, HAD EXPELLED HER FROM THEIR RANKS. SHE DECLARED THAT NO-ONE COULD EXPEL HER FROM THE PARTY FOR WHICH SHE AND HER FAMILY HAD WORKED SO LONG AND SACRIFICED SO MUCH. SHE WENT ON TO SAY THAT THE DOORS OF THE PARTY WOULD ALWAYS BE OPEN TO THOSE WHO AGREED WITH ITS PROGRAMMES, POLICIES AND IDEOLOGY, BUT IT WAS CLOSED TO THOSE WHO DID NOT HAVE FAITH IN HER POLICIES. MRS. GANDHI STRONGLY REFUTED ALLEGATIONS THAT SHE WAS GOING COMMUNIST OR TAKING THE CONGRESS ALONG THE COMMUNIST PATH. SOME OTHER PARTIES, INCLUDING THE COMMUNISTS AND SOCIALISTS, SHE SAID, SUPPORTED THE GOVERNMENT ON ECONOMIC MEASURES, BUT SHE ONLY WANTED TO FOLLOW THE POLICIES OF THE CONGRESS, AND NO POWER ON EARTH COULD PREVENT HER OR STOP HER FROM PURSUING THE PATH SHE HAD CHOSEN.

    IT WAS DECIDED TO CALL A PLENARY SESSION OF THE CONGRESS PARTY BEFORE THE END OF DECEMBER. MR. NIJALINGAPPA WAS REPLACED BY A TEMPORARY PRESIDENT UNTIL THE NEW YEAR, WHEN HIS TERM EXPIRES, AND A NEW MAN WILL ELECTED.

    MR. SIDDHARTH RAY OF WEST BENGAL PROPOSED THAT MR. NIJALINGAPPA - WHO HAD DECLARED YESTERDAY'S MEETING ILLEGAL AND BANNED HIS SUPPORTERS FROM ATTENDING - SHOULD BE EXPELLED "FOR AUTHORITARIAN AND DICTORIAL PRACTICES".

    499 OF THE 799 VOTING AND NOMINATING MEMBERS OF THE COMMITTEE APPROVED THE RESOLUTION.

    THE NIJANGAPPA GROUP ARE EXPECTED TO FIGHT BACK HARD. ITS MEMBERS HAVE ALREADY MOVED INTO OPPOSITION IN PARLIAMENT, AND CLAIM THEY REPRESENT THE LEGAL CONGRESS PARTY.
