    PREMIER SATO SAID IN AN AIRPORT STATEMENT THAT HE WOULD REPORT TO THE JAPANESE PEOPLE ON HIS AGREEMENT WITH PRESIDENT NIXON ON THE RETURN TO JAPAN OF OKINAWA ISLAND IN 1972. OKINAWA HAS BEEN IN U.S. HANDS SINCE THE SECOND WORLD WAR.

    RIOT POLICE SEARCHED TOKYO INTERNATIONAL AIRPORT FOR EXPLOSIVES AND WEAPONS BEFORE MR SATO'S ARRIVAL BUT SAID THEY HAD FOUND NOTHING. THERE WERE NO INCIDENTS REPORTED AT THE AIRPORT WHICH HAD BEEN UNDER HEAVY GUARD FOR 24 HOURS BEFORE THE PRIME MINISTER'S ARRIVAL. ON HIS DEPARTURE FOR WASHINGTON NEARLY TWO WEEKS AGO, THERE WERE VIOLENT DEMONSTRATIONS BY PEOPLE DEMANDING AMONG OTHER THINGS THE REMOVAL OF ALL AMERICAN BASES IN JAPAN.

    MR SATO LATER FLEW BY HELICOPTER FROM THE AIRPORT TO HIS OFFICIAL RESIDENCE IN THE CENTRE OF TOKYO. AT A NEWS CONFERENCE SOON AFTER HIS ARRIVAL HE SAID THAT JAPAN WOULD REFUSE REINTRODUCTION OF NUCLEAR WEAPONS TO OKINAWA AFTER IT WAS RETURNED TO JAPAN.

    BUT HE ADDED THAT IN AN EMERGENCY (SUCH AS AN ATTACK ON SOUTH KOREA OR TAIWAN) THE TOKYO GOVERNMENT WOULD RECONSIDER THE QUESTION AFTER CONSULTATION WITH THE UNITED STATES.

    LATER IN THE DAY MORE THAN HALF A MILLION LEFT-WINGERS THROUGHOUT THE COUNTRY DEMONSTRATED AGAINST ANY POSSIBILITY OF THE U.S. FREELY USING ITS BASES IN OKINAWA AND IN JAPAN ITSELF FOR NUCLEAR WEAPONS. IN TOKYO THERE WERE THREE DEMONSTRATIONS INVOLVING ABOUT 13,500 PEOPLE.
